Neuromorphic EVolutionary Optimisation (NEVO)

NEVO uses a Nengo-simulated Basal Ganglia (BG) circuit to adaptively select optimisation operators at runtime. The search loop is as follows:

Extract state features → Compute operator utilities → BG selection → Generate population → Evaluate → Update memory & TD weights
